She served as Assistant Secretary in the U.S. Department of Education from 1991 to 1993. Maris A. Vinovskis is the University of Michigan Bentley Professor of History, ISR Research Professor, and Professor at the Gerald R. Ford School of Public Policy. He is the author of From A Nation at Risk to No Child Left Behind: National Education Goals and the Creation of Federal Education Policy and The Birth of Head Start: Preschool Education Policies in the Kennedy and Johnson Administrations.
